The Syrian military is firing ballistic missiles in to residential areas, which has caused 215 civilian deaths, according to the Human Rights Watch.
The international human rights group investigated nine apparent missile attacks against the rebels in between February and July and the group found most of civilian victims in the missile wars were children.
"You cannot distinguish between civilians and fighters when you fire ballistic missiles which have a wide-area effect into populated residential areas," said Ole Solvang, senior emergencies researcher at Human Rights Watch, in a report Monday.
"Even if there are fighters in the area, you cannot accurately target them and the impact in some of these cases has been devastating to local civilians," said Ole Solvang.
Earlier, the United States President Barack Obama had announced that the U.S. will offer direct military aid to the Syrian rebels saying that the Assad government had crossed the "redline" by using chemical weapons against the rebels.
The Russian government had objected to the decision. Russia is Assad government's main military supporter in the civil war.
Syria's main opposition group Sunday called upon the United Nations to investigate "numerous massacres" that the group said were committed by the Assad government against the rebels during the Muslim fasting month of Ramadan.
This request comes in the wake of a recent report by the U.N. human rights chief Navi Pillay that said its team in Syria has video evidence of executions of at least 30 people in the Syrian city of Aleppo by the rebels, carried out last month.
"Assad has violated international humanitarian and human rights laws. He has committed crimes against humanity by using ballistic missiles, toxic gas, fixed-wing aircraft and chemical weapons," said the group in a statement.
"Assad's forces have summarily executed civilians, burned them, and targeted towns, villages, schools, hospitals, shelters, and places of worship across Syria," said the group."The Syrian Coalition urges... Pillay to immediately begin an investigation into the numerous massacres that have taken place during the holy month of Ramadan."
