US Secretary of State Antony Blinken expressed optimism on Wednesday, stating that there is still a possibility of a cease-fire and hostage-release agreement between Israel and Hamas, even though the two sides have significant differences on the central terms of a deal.

Blinken was in the region attempting to facilitate an agreement that could provide some relief in Israel's ongoing conflict with Hamas. The conflict has lasted for five months, resulting in the loss of many Palestinian lives, displacement of a significant portion of the population, and a dire humanitarian situation.

WASHINGTON, DC - DECEMBER 07: U.S. Secretary of State Antony Blinken answers questions during a press conference with British Foreign Secretary David Cameron at the State Department December 07, 2023 in Washington, DC. Cameron is meeting with U.S. leaders and urging them to support Ukraine in its fight against the ongoing Russian invasion.

Earlier in the day, Israeli Prime Minister Benjamin Netanyahu rejected a detailed, three-phase plan proposed by Hamas, which would have unfolded over a period of 4 1/2 months. This rejection has caused some disruption to the ongoing diplomatic efforts.

The plan outlined the conditions for the release of all hostages, which included the release of hundreds of Palestinians held by Israel, including senior militants, and the cessation of the war. Netanyahu criticized Hamas' plan as unrealistic and rejected any proposal that would allow the militant group to maintain control over Gaza, either fully or partially.

According to Netanyahu, utilizing military force is the most effective approach to liberate the approximately 100 hostages currently being held in the Gaza Strip. These hostages were taken following Hamas' incursion into southern Israel on October 7, which ultimately led to the outbreak of the war.

Israel has prioritized the destruction of Hamas' governing and military capabilities as a key objective during this time of conflict. However, the proposal put forth by Hamas would essentially allow them to retain power in Gaza and rebuild their military capabilities.

Per AP News, Blinken dismissed the show of force, stating that it was simply a normal part of the challenging negotiation process. It's not as simple as turning on a light. According to him, it's not a simple yes or no.

Netanyahu emphasized that achieving a "total victory" is the only way to achieve peace. The Israeli Prime Minister strongly criticized the terrorists' demands, describing them as "bizarre."

He emphasized that agreeing to these demands would only lead to another massacre, especially considering that they are very close to achieving a decisive victory. However, indicating a willingness to continue discussions, he mentioned that his officials have not made any firm commitments regarding the details of a potential agreement.

Hamas' Ceasefire Proposal

Hamas has presented a comprehensive plan for a potential agreement that would result in the release of all hostages, the freedom of 1,500 Palestinian prisoners, and the cessation of the war. The proposed plan consists of three phases, each lasting 45 days.

The first phase prioritizes the release of women, male civilians under 19, the elderly, and the sick. In return, there would be a partial release of Palestinian prisoners.
After the IDF's withdrawal from populated areas and cessation of aerial operations, the male soldiers will be released in exchange for other convicts.During the final phase, the bodies of the deceased hostages would be returned to the remaining terrorists who are currently serving time in Israeli prisons.

However, the demands put forth by the terror group would result in the IDF completely withdrawing from Gaza, potentially enabling Hamas to strengthen its military capabilities and maintain control. Additionally, it is mentioned that a portion of the Palestinians released in the hostage exchange would include individuals who were previously sentenced to life imprisonment.

When questioned about the potential release of Palestinian prisoners in exchange for hostages, Netanyahu responded by stating that his government has not made any commitments. Previously, US President Joe Biden characterized the demands as excessive, while Mossad, Israel's security agency, expressed a keen interest in the presented information.

There have been allegations that Qatar has exerted pressure on Hamas to abandon its request for the removal of Israeli forces in exchange for the release of up to 5,000 Palestinian prisoners.

Discussions are currently taking place in Cairo involving Israel, the US, and mediators from Qatar and Egypt. According to sources, all parties involved are working towards reaching an agreement before the upcoming month of Ramadan, a period known for heightened religious devotion.

According to Daily Mail, Saudi Arabia may consider normalizing relations with Israel if there is a clear, credible, time-bound path to the establishment of a Palestinian state. Blinken arrived in Tel Aviv following his meetings with the leaders of Qatar and Egypt, marking a significant diplomatic effort to achieve a prolonged ceasefire in the ongoing conflict.
