Winston, a strong candidate this year for the Heisman Trophy, is accused of raping a former classmate on Dec. 7, 2012. An attorney for Winston contends the sex was consensual.
"We think we have exhausted all investigative tools," Meggs said on Wednesday, via ESPN.
Several news outlets, including Fox Sports and ESPN, believe Meggs' decision to hold a press conference indicates Jameis is unlikely to be indicted for any crime.
Tim Jansen, an attorney for Winston, hasn't been informed of the state's decision.
"I don't know all the evidence that he has reviewed. We're not privy to everything," Jansen told the Miami Herald. "We are confident that it will show that Mr. Winston did nothing wrong."
Details of the investigation are expected to be revealed during the press conference. The Tallahassee Police Department came under criticism for its handling of the investigation, and Meggs is expected to address why it took police 11 months to notify prosecutors of the complaint filed against Winston.
Jansen is expected to hold a press conference on Thursday at 7 p.m., where he intends to have Winston speak about the allegations.
"He will not answer specific questions but he will make a comment," Jansen said. "It will depend on what Mr. Meggs does."
