A Russian lawmaker believes the country's apparent fertility crisis can be solved by mailing President Vladimir Putin's sperm to Russian women so they can use it to get pregnant, according to a Russian newspaper translation from the New York Observer.

Yelena Borisovna Mizoulina, who chairs the Parliamentary Commission on Women's affairs and has a doctorate in law, recently proposed a bill to mail samples of the president's sperm so women can give birth to the next generation of Russian greatness, according to a translation of the Russian newspaper Trust.

"Each female citizen of Russia will be able to receive by mail the genetic material of the President, get pregnant from him and have a baby. These mothers will be receiving special allowances from the government," said Mizoulina, who first mentioned the ambitious project at a meeting on fertility in Russia.

"Children born from the Russian president in the future will form the military and political elite of the state," the politician said according to the Observer.

Mizoulina seems to have a history of introducing laws she feels will ensure the continuation of the Motherland, such as a bill that would have banned young women without children from pursuing higher education out of an alleged concern they were waiting too long to increase Russia's population.

She also allegedly urged Jews to leave the country because "we have enough problems," the Observer reported.

It's not immediately clear how Russia's State Duma, the legislative chamber where Mizoulina reportedly introduced her latest bill, is reacting to her proposal. But the Trust reported that "according to the deputy of the State Duma, the measure will contribute to the improvement of the demographic situation and the education of the population in the spirit of patriotism." 

Russian national Mikhail Klikishin told the Observer the story is "total BS from Ukrainian yellow press."
