The FIFA Women's World Cup 2023 had a scandal after Luis Rubiales, a Spanish soccer president, decided to kiss a female player. 

Because of this incident, FIFA officials decided to suspend him. Here's what they said.

According to The Guardian's latest report, the player that Rubiales kissed was Jenni Hermoso, one of the players of Spain's Women's National Team. 

Hermoso said that the Spanish Football Federation president gave her a kiss (on her lips), to which she did not consent. 

Because of this, the soccer governing body decided to open disciplinary proceedings after hearing Hermoso's statements, as reported by Forbes

FIFA confirmed that Disciplinary Committee Chairman Jorge Ivan Palacio (Columbia) decided to provisionally suspend Luis Rubiales. 

Palacio made his decision to use the powers granted by Article 51 of the FIFA Disciplinary Code (FDC). 

The international football governing body said that the Spanish FA head is suspended from all soccer-related activities at the national and international levels. 

On Aug. 26, FIFA confirmed that the suspension against Luis Rubiales is immediately effective. 

"This suspension, which will be effective as of today, is for an initial period of 90 days, pending the disciplinary proceedings opened against Mr. Luis Rubiales on Thursday, August 24," said the soccer governing body.

At first, Rubiales said that he refused to step down as the Spanish FA president. But, on Friday, Aug. 25, some rumors claimed that the Spanish soccer official is now considering stepping down from his position. 

After the controversial kissing incident, Rubiales released an apology video. However, he criticized the outrage over the kiss, saying that it is "idiotic" and doesn't address allegations that the intimate act was non-consensual. 

Since the kiss involved FIFA's disciplinary proceedings,  the Spanish Football Federation threatened Hermoso with legal action for allegedly making stories about the incident. 

But, the Spanish soccer player stands her ground, saying that she will not tolerate anyone who doubts her words.
