The Cleveland Browns currently have the worst record in the entire NFL at 2-10, and reports have surfaced that it's "unfathomable" for both head coach Mike Pettine and general manager Ray Farmer to return in 2016, according to NFL reporter Ian Rapoport.

There is reportedly a discord between the scouting department and the coaching staff, as the coaching staff feels that the scouting department has not provided them with enough talent to run their game plan, according to Rapoport. On the other side, the scouting department believes that the coaching staff is not utilizing the talent on their roster properly.

Pettine named quarterback Johnny Manziel the starter this week against the San Francisco 49ers, but it seemed like a reluctant move, as the Browns had already lost quarterback Josh McCown for the season with a broken collarbone. Pettine has a record of 9-19 as the head coach in Cleveland, and the Browns have not posted a winning record since 2007 under head coach Romeo Crennel.

Cleveland has four games left on their schedule, and how they finish this season could have a major impact on the decisions made this offseason. The Browns selected Manziel with the 22nd pick in the 2014 NFL Draft, and he has yet to prove himself to be their franchise quarterback. With the Browns on route to get the first pick in the 2016 NFL Draft, it's possible to think they could target a quarterback like Memphis' Paxton Lynch.

It's unclear what Browns owner Jimmy Haslam will do this offseason, but it seems reasonable to think that at least one of them will not be returning to Cleveland in 2016.
