Democratic presidential candidate Hillary Clinton, while conceding that the United States needs to improve its efforts to fight Islamic State, said that she was unwilling to support a formal declaration of war against the group on Tuesday.

"If you have a declaration of war, you'd better have a budget that backs it up," said Clinton, while campaigning in New Hampshire, according to Yahoo News.

Clinton was in a meeting with veterans when she said that the U.S. needed to understand better the threat posed by radical Islamic groups. "I do think that we have to do a better job of understanding the threat that is posed by radical Islamic jihadist groups," she said, reports NDTV News.

Clinton felt that the U.S. was not aware fully of the potential cost of a war like this and said, "I'm not sure that makes sense in fighting a threat that is as diffused and networked as this threat is," reports The Columbian.

Speaking about the fact the a group associated with ISIS had claimed responsibility for the recent Russian plane crash, Clinton said the group "put a bomb on that charter plane, that raises the stakes not just for the United States but for others," according to The Columbian.

The Islamic State controls parts of Iraq and Syria and is currently in a face-off with the Egyptian army in the Sinai Peninsula.
