The body of a three or four-year old girl was found naked and bound underneath a tarp on a Saginaw, Texas street Monday night, and the FBI are currently investigating the horrific discovery, NBC reports.

Neighborhood teenagers were playing in the street at around 7:30 p.m. when they made the chilling discovery. Their parents had told them to clean up a tarp that had been dumped on the road, but when they lifted it, they found the body of the dead child.

"At first, I just thought it was some rubber stuff at first, and then I got a closer look and all I saw was a bag and I saw some hair sticking out and so, I was like, "Oh my God! It's a girl!"' Josh Smith, 18, told KXAS-TV. "And that's when I dropped to my knees and just started crying."

Smith told reporters that he will never be able to leave the house again without thinking of the little girl he found outside. "Every time I walk out that front door, I'm going to look over here and know I found a little girl. Someone's little girl, that's just sitting here miserable in the middle of the street dead, and her family's out there wondering where she's at," Smith said.

Local teenagers said that the child's hands and feet were bound together, a plastic grocery bag over her head and nothing covering her except for a pair of purple underwear.

News of the child's body rocked the small community of Saginaw.

"I was panicking. I was freaked out. How can somebody hurt a little girl?" Katie Whiddon, the mother of one of the teens who found the body, told KTVT-TV.

The cause of the girl's death is currently unknown. FBI agents combed the block Monday night where the body was found in search of clues. By Tuesday morning, police discovered the identity of the girl and began interviewing her parents, executing a search warrant inside their house.

According to neighbors, the girl's father had went door-to-door last night at around 8 p.m. asking if anyone had seen his daughter. She was found about a half a mile from her home.

Police say the body may have fallen out of a truck that was carrying it, as they do not know why it was dumped in such a conspicuous place. Investigators are asking anyone who may have information about a red pick-up truck with a splash of green paint to come forward, as they believe it may be connected to the case.

Witnesses say the little girl was 3 or 4-years old, though police have not confirmed the victim's age. So far, neighbors have set up a small memorial of flowers and teddy bears on the curb where the girl was found. An autopsy was performed this morning to help understand how she was killed, police report.
