Ubisoft's "Far Cry 4" executive producer admitted it was difficult to create a villain to top Vaas from "Far Cry 3."

In an interview with Examiner, Dan Hay explained how "Far Cry 4" villain Pagan Min came to be.

"We created an environment where these personalities are steeped in the environment, they're part of the environment," Hay said. "We chase the performance. We wanted to make sure that when this character steps up to you, you have a real feeling about [Pagan Min]. We talked about the idea of if [Vaas and Pagan] were in a cell together, you locked the door and basically turned out the lights, who wins?

"The real question is then, the morning comes everybody is wondering who is still alive [but] what happens if they walked out together? What happens if they were buddies? So I think we created a really compelling character," he continued. "I think we chase and built an amazing performance. We discovered it as we went along like some of the other characters we make."

However, Ubisoft has faced controversy over their newest villain. Creative Director Alex Hutchinson admitted to Eurogamer he was frustrated over the negative reactions to the "Far Cry 4" cover.

Fans accused Ubisoft of being racist by portraying a "white" villain being superior to a "minority." Hutchinson explained Min isn't a "white" character, but couldn't believe the cover art caused controversy in the first place.

"It's funny when there's one picture out there and there are so many articles jumping to conclusions," the creative director told Eurogamer. "It would have been interesting for someone to ring us up. That would have been cool. For someone to say, 'Hello. We think this. What's actually happening?'"

"Far Cry 4" will be released for the PS4, Xbox One, PS3, Xbox 360 and PC on Nov. 18.
