Russian President Vladimir Putin lambasted the International Paralympic Committee (IPC) following its decision in preventing the country's athletes from competing the 2016 Rio Paralympic Games in September.

During the awarding ceremony for Russian Olympians in Kremlin, the BBC News quoted Putin in dubbing the IPC move as "outside the bounds of law, morality and humanity."

The Russian president however said that they country will hold special competition for banned athletes, with winners awarded the same prizes as Rio.

The reaction came after IPC officials accused Russia of state-sponsored doping for its Paralympic athletes. The country's appeal before the Court for the Arbitration of Sport (CAS) was also denied.

CAS upheld the IPC decision on grounds of fairness on the procedural rules used throughout decision to discipline the Russian Paralympic Committee through a suspension, saying that the ruling "was proportionate in the circumstances."

Russia's Paralympic participation took its first blow on August 7, when the IPC decided to ban Russia.

CNN reported that IPC President Philip Craven said that the decision proved that the country only has itself to blame, saying that its "medals-over-morals mentality disgusts [him]."

The decision, however, isn't the same as the one dealt with by the International Olympic Committee (IOC) for Russian athletes that competed in the Rio Olympics. The 271-strong Russian athletic contingent was allowed to participate in Rio, following a favorable decision formed by a three-man IOC panel, based on the decision of individual sporting federations asked by the IOC.
