There has been a drop in adult film production in Los Angeles County since the region passed a law requiring condoms on set, according to the Los Angeles Times.

Los Angeles County passed a "measure requiring condoms" on adult film sets.  Since the law was instituted, there has been a 95 percent decrease in film production permits.

"Only 24 permits for adult films have been filed so far in Los Angeles County in 2013, compared with 480 filed in the same period last year, according to the porn industry trade group Free Speech Coalition, citing a report by the film-permitting agency FilmLA," the LA Times reported.

The Free Speech Coalition cited a loss in $456,000 in revenues to local government because of the lack of film permits.

The past August the adult film industry in California faced two moratoriums after three porn actors tested positive for HIV, including performer Rod Daily (stage name).

Daily spoke out about his experiences in the industry and the importance of condoms while filming during a press conference set up by AIDS Healthcare Foundation.

Daily had been working in the porn industry since 2005.  He was working for Kink.com when he tested positive for HIV.

"That's 12 years that I've shot with HIV-positive people, used condoms and never been HIV-positive," Daily said. "If anything, I know that condoms do work. I was a guinea pig for that."

"I just don't know how an industry stands here and says they care so much about their performers and, a week after someone tests positive, they're out there shooting without condoms," Daily added. "Ultimately, it's a business, and their main concern is money and not their performers."

AIDS Healthcare Foundation is attempting to convince lawmakers to make condoms legally required to wear while filming adult movies.  The Free Speech Coalition regularly test actors for sexually transmitted diseases.
