Prime Minister Viktor Orban of Hungary accused Germany's Chancellor Angela Merkel of "moral imperialism" when it comes to the migrant crisis in Europe, according to Yahoo! NewsOrban was speaking on Wednesday when he defended Hungary's "democratic right" to deal with the refugees differently than Germany. His speech was given before a planned summit of the European Union, wherein the refugees were the main topic. On Tuesday, the E.U. agreed to a deal which will enable them to share 120,00 refugees among the countries in the Union.

"I don't doubt Germany's right to define its moral obligations for itself. They can decide if they accept every refugee or not," Orban said, Yahoo! News reported. "Hungary should have the right to control the impact of a mass migration."

Germany is expected to receive 1 million refugees this year. Hungary recently closed its Serbian border to prevent refugees from entering the country. The Christian Social Union in Bavaria invited Orban to this region of southern Germany to speak, according to The Wall Street Journal.

"Because of a German decision we are in a situation with no rules and chaos," said Horst Seehofer, Bavarian state premier and the chief of the CSU. "Mr. Orban is indispensable in finding a solution to the problem."

The first group of the eventual 20,000 refugees the U..K plans to take in have arrived as of Wednesday. England will not take part in the refugee-sharing plan, according to The Guardian.
