Rep. Mark Meadows (R-N.C.) filed a motion on Tuesday calling for John Boehner (R-Ohio) to be removed from his Speaker of the House post. A motion like this has never before been filed in the history of Congress. The maneuver is just one more blow in a battle between Boehner and the other House Republicans that has overshadowed his term as Speaker.

The motion states that Speaker Boehner "has endeavored to consolidate power and centralize decision-making, bypassing the majority of the 435 Members of Congress and the people they represent."

"People are stunned. People are angry that somebody would pull this stunt," Rep. Greg Walden (R-Ore.) said, according to Fox News.

The motion is not expected to even to come to a vote, let alone pass, according to Yahoo! News. The motion does, however, show clear upheaval among House Republicans heading into the 2016 Presidential election. Meadows sits on the House Freedom Caucus, a group that has clashed with Speaker Boehner frequently in the past.

As of Tuesday evening, Boehner's office released no comments about the motion. Boehner was re-elected as Speaker in January.

It may be months before the motion is addressed by Congress. The House is on the brink of ending its current session. The Representatives will not convene again for six weeks after the break starts.

"It's really more about trying to have a conversation on making this place work, where everybody's voice matters, where there's not a punitive culture," Meadows said of his motion, according to the Washington Post.
