Two men were found duct-taped and shot near train tracks in Philadelphia on Thursday, leaving one victim dead and the other one critically injured, NBC Philadelphia reported.

The victims were discovered around 5:45 p.m.

According to Chief Inspector Scott Small, a 26-year-old man was shot in the back, arm, and leg and was transported to Einstein Medical Center. The second man, in his 20s or 30s, was shot in the head, chest, and leg and was pronounced dead at the scene.

The man who survived is being treated at Temple University Hospital and was able to tell police what happened. Additionally, surveillance video from the area may help police in their investigation.

Authorities have not released the names of the victims and no arrests have been made.

According to investigators, it seems that both men were targeted. The case is being investigated as an abduction and murder, NBC said.

Officials said they are looking for a van but have not released a full description of the vehicle. By Friday, police hope to know more about the suspect(s).
