Biden's Oval Office address - only his second since assuming office - comes after his brief visit to wartime Israel in the aftermath of the Hamas raid.

Typically, Oval Office addresses are reserved for special moments when the president wants to speak directly to the American public and sway public opinion by addressing concerns, The Independent reported.

Most cable news networks will carry live footage of Biden's Oval Office address, but it could also be streamed online via news websites or a TV provider.

Alternatively, the White House would also stream his address live on its YouTube channel.
